KDK Achieves Amicable Resolution for Urban Transformation Victim

Ankara, May 4 – The Public Oversight Institution (KDK) has successfully resolved a citizen’s grievance arising from the urban transformation process in Istanbul’s Maltepe district through an amicable solution. The resolution involved the refund of 121,903.66 Turkish Liras to the applicant and the reinstatement of rental assistance payments.

The applicant, whose property in Maltepe was demolished as part of an urban transformation project, initially received rental aid. Subsequently, the applicant applied for a grant. During the grant application process, the applicant was informed that the grant would be approved if the previously received rental aid was repaid with interest. Consequently, the applicant paid approximately 121,000 Turkish Liras.

Grant Application Denied, Funds Not Returned

Shortly after making the payment, the applicant’s grant application was canceled on the grounds of ‘not meeting the conditions.’ The applicant then sought assistance from the KDK, stating that the paid amount was not refunded.

Upon receiving the complaint, the KDK initiated an investigation and contacted the relevant administration. Both parties were invited to engage in an amicable resolution process. Following these discussions, the Marmara Urban Transformation General Directorate announced that the total amount of 121,903.66 Turkish Liras paid by the applicant had been refunded, and the suspended rental aid payments had been restarted.

New Regulation to Prevent Similar Grievances

In a related development, a significant change has been introduced to the urban transformation application process to prevent similar grievances in the future. According to the new regulation, the practice of requiring the repayment of rental aid during grant and loan application processes will now only be initiated after applications have been assessed for compliance with regulations and only for those applications deemed suitable.

This new approach aims to streamline the process and ensure that citizens are not disadvantaged by premature repayment requests for rental aid when their grant or loan applications may ultimately be unsuccessful.
