The Ankara Governor’s Office has unveiled a series of extensive measures and administrative leave decisions across the city in preparation for the 36th NATO Heads of State and Government Summit, set to be held in the capital on July 7-8, 2026. These directives, issued under the signature of Ankara Governor Yakup Canbolat, have been circulated to relevant institutions to ensure the smooth execution of the summit, uninterrupted public services, and to prevent inconvenience for citizens.
Administrative Leave for Public Personnel in Nine Districts
In accordance with a directive from the Presidential General Secretariat (Directorate General of Personnel and Principles), public personnel in all public institutions and organizations located in the districts of Altındağ, Çankaya, Etimesgut, Gölbaşı, Keçiören, Mamak, Pursaklar, Sincan, and Yenimahalle will be granted administrative leave during the week of July 6-12, 2026.
However, personnel directly involved in the summit and those working in critical service areas that could impact the summit’s operations will be exempt from this administrative leave.
Critical Sectors to Maintain Operations
The announcement specifies that sufficient personnel will be maintained in public institutions to ensure the continuity of essential services. The statement reads: “Personnel serving in units operating in areas deemed critical for continuity, such as health, security, migration, transportation, logistics, 112 Emergency Call Center, infrastructure, communication, fire brigade, emergency and disaster management, will not be considered on administrative leave and will continue their duties. In other units, sufficient personnel will be maintained to carry out urgent and essential services to prevent any inconvenience to our citizens.”
Public Events Suspended, Traffic Regulations in Sensitive Areas
Under the Governor’s decision, all public events, including exams, symposiums, panels, graduation ceremonies, festivals, concerts, entertainment, and celebrations, planned by public institutions and non-governmental organizations, have been suspended from Monday, July 6, at 06:00 AM until Sunday, July 12, at 12:00 AM.
Furthermore, no private or official, indoor or outdoor events that could jeopardize security, disrupt traffic, or cause mass gatherings will be permitted in designated arrival and departure routes, around hotels where guests will be accommodated, and in the vicinity of the Presidential Complex and ATO Congresium Congress and Exhibition Center, where meetings will be held, as determined by security units.
Weddings in Sensitive Areas Subject to Permission
It was emphasized that weddings and similar organizations outside the designated sensitive areas are not subject to the ban. However, for such events to take place within sensitive areas, permission must be obtained from the relevant district governorships.
The statement also requested all public institutions and organizations to provide all necessary support and facilities to prevent any disruptions during the summit period.
