Strategic Meeting on Social Transformation: Ankara Social Innovation Agency Launched
Ankara, April 9, 2026 – A significant multi-stakeholder meeting titled “Social Innovation in Local Governments and Social Impact Assessment Stakeholder Meeting” was successfully hosted by the Social Innovation Research Center (ASBÜ-SİM) at Ankara Social Sciences University (ASBÜ). This extensive gathering saw participation from public institutions, local governments, academia, the private sector, civil society representatives, and youth, fostering a comprehensive common mind workshop through expert presentations, experience sharing, and future collaboration models.
Social Innovation Ecosystem Explored
Prof. Dr. Erdal Akdeve, Director of ASBÜ Social Innovation Research Center, delivered the opening remarks, outlining the framework of the social innovation and entrepreneurship ecosystem. Akdeve emphasized the critical role of local governments within this ecosystem and highlighted the importance of institutional collaborations. A key outcome announced during the meeting was the establishment of the Ankara Social Innovation Agency, marking a significant step forward for the region.
New Era in Local Governance: The “Solution Facilitator” Model
During the protocol speeches, Mustafa Kemal Çokakoğlu, Deputy Secretary-General of Ankara Metropolitan Municipality, stated that today’s complex social problems cannot be solved with traditional methods. Çokakoğlu indicated that the Ankara Social Innovation Agency, with its data-driven and ethically focused approach, will be a strategic center for solving urban problems. He underscored the evolution of local governments from a “service provider” structure to a “solution facilitator” model.

ASBÜ Rector Prof. Dr. Musa Kazım Arıcan drew attention to the multi-actor nature of social innovation in his speech. Arıcan emphasized that social impact assessment is a fundamental tool for sustainability and measurability, stating that the establishment of the Ankara Social Innovation Agency serves as a strong example of the university’s social responsibility.

Ankara Governor Vasip Şahin also commented on the critical importance of strengthening social innovation at the local level for inclusive and equitable cities. Şahin noted that data-driven decision-making processes contribute to the effective use of public resources and that such platforms pave the way for new collaborations.
Social Entrepreneurship and Impact Analysis Highlighted
Thematic presentations covered social innovation and social impact assessment from multiple dimensions. Dr. Duhan Kalkan, Secretary-General of Ankara Development Agency, highlighted the role of social enterprises in local development. Prof. Dr. Çetin Önder emphasized the importance of social impact assessment in the effective use of public resources and policy development processes. Youth and sports policies, the role of local governments in this area, and the institutionalization of social innovation were also key topics discussed during the presentations.
