ANKARA, Turkey – A significant decision by the First Chamber of the Council of Judges and Prosecutors (HSK), which stipulates that certain important types of cases must be heard in specific specialized administrative courts, has been published in the Official Gazette. This move aims to enhance the efficiency, speed, and specialization of judicial services across Turkey.

Specialized Courts to Handle Key Case Types

According to the newly published decision, specialized administrative courts will now be responsible for hearing cases arising from:

  • Urgent expropriation procedures.
  • Decisions made by the Privatization High Council.
  • Sales, allocation, and leasing transactions falling under the scope of the Tourism Incentive Law.
  • Decisions resulting from environmental impact assessments conducted in accordance with the Environmental Law.

Justice Minister Akın Gürlek shared insights regarding the decision on his social media account, stating that efforts to deliver judicial services in a faster, more efficient, and specialized manner are ongoing. Minister Gürlek highlighted that by ensuring certain important case types are heard in specific courts, they are making judicial processes more effective. He provided the following details:

“With the decision of the First Chamber of the Council of Judges and Prosecutors published in the Official Gazette, designated specialized administrative courts will now handle cases stemming from urgent expropriation procedures, decisions of the Privatization High Council, sales, allocation, and leasing transactions under the Tourism Incentive Law, and decisions based on environmental impact assessments in accordance with the Environmental Law. This regulation will ensure that similar cases are heard in the same courts, allowing processes to advance more quickly; it will strengthen consistency between decisions and contribute to the resolution of our citizens’ cases within a more reasonable timeframe.
