TPAO Initiates Expropriation for Natural Gas Pipeline in Istanbul and Kırklareli
Istanbul, January 23 – The Turkish Petroleum Corporation (TPAO) has officially commenced expropriation procedures for the development of new natural gas pipeline projects across the provinces of Istanbul, Tekirdağ, and Kırklareli. This strategic move aims to secure the necessary land for the vital energy infrastructure after negotiations with certain landowners failed due to demands exceeding fair market value.
Expropriation Process Initiated After Unsuccessful Negotiations
The Ministry of Energy and Natural Resources’ General Directorate of Mining and Petroleum Affairs (MAPEG) announced TPAO’s application for expropriation for several properties required for its operations in the Thracian region. According to announcements published in the Official Gazette, TPAO was unable to acquire certain parcels through agreement because landowners requested prices above the appraised value.
Affected Areas in Istanbul and Kırklareli
In Istanbul, a significant plot of agricultural land measuring 299,841 square meters in the Büyükçavuşlu neighborhood of Silivri district, situated along the TEM European Highway, is slated for expropriation. This particular land is located directly in front of a highway rest area and a truck parking facility.
In Kırklareli, the expropriation will affect specific sections of parcels in Alacaoğlu Village, Lüleburgaz District. Specifically, 583 square meters of parcel number 448, 308 square meters of parcel number 460, and 563 square meters of parcel number 474 will be expropriated for the pipeline project.
Strategic Importance of the Pipeline Projects
These natural gas pipeline projects are crucial for strengthening Turkey’s energy infrastructure and ensuring a stable supply of natural gas to the region. The expansion of the network in key industrial and population centers like Istanbul and Kırklareli is expected to contribute significantly to the country’s energy security and economic development.
TPAO’s decision to proceed with expropriation underscores the strategic importance of these projects and the government’s commitment to their timely completion. The legal framework for expropriation allows for the acquisition of private property for public interest projects when voluntary agreements cannot be reached, ensuring that essential infrastructure development is not hindered.
Next Steps in the Expropriation Process
Following the official announcements in the Official Gazette, the expropriation process will proceed according to Turkish law. This typically involves legal assessments of the properties’ values and formal acquisition by the state, with compensation provided to the landowners based on established legal procedures and appraisals.
The affected landowners will receive compensation determined by expert evaluations, aiming to ensure fairness in the acquisition process. The completion of these pipeline sections is anticipated to enhance the efficiency and reach of natural gas distribution in the western regions of Turkey.
