Ankara Metropolitan Municipality to Acquire Cold Press Oil Extraction Machine Through Open Tender

Ankara, April 13, 2026 – The Rural Services Department of the Ankara Metropolitan Municipality has initiated an open tender process for the procurement of a Cold Press Oil Extraction Machine with a bunker. The tender, identified by registration number (IKN) 2026/588109, will be conducted in accordance with Article 19 of the Public Procurement Law No. 4734. Tender Details and Schedule

The tender will take place on April 27, 2026, at 11:00 AM. Electronic bids will be opened at the Ankara Metropolitan Municipality Service Building, Tender Meeting Hall, located at Emniyet Mah. Hipodrom Cad. no:5 B Blok Kat:7 Yenimahalle/ANKARA. Scope of Procurement

The tender involves the purchase of a Cold Press Oil Extraction Machine with a bunker, comprising 7 different items. Further details on the nature, type, and quantity of the goods can be found in the administrative specifications within the tender document on EKAP.

Delivery Location and Timeline

The machine will be delivered and installed in the Şereflikoçhisar district of Ankara. Following the signing of the contract, the contractor will receive a notice to commence work within 5 calendar days. The delivery and installation process must be completed within 30 calendar days from the start notification, at the location specified by the administration within the Ankara Metropolitan Municipality boundaries. Connection elements for the machine, including 1-inch spiral transparent and food-grade hoses and fittings, along with 3 appropriate Allen keys, 6 nozzles, and a 3-function wrench, will be delivered free of charge as a spare kit during installation.

Participation and Eligibility Criteria

To participate in the tender, bidders must submit an e-bid including a bid letter, participation documents, and other required information and documents. Key requirements include:

  • Bid letter.
  • Information and documents demonstrating authorization to bid, such as details of officials in management, partners, and partnership ratios (excluding publicly offered shares)/members/founders for legal entities.
  • Information and documents related to the proxy in case of participation by proxy.
  • Temporary collateral.
  • A joint venture declaration if the bidder is a joint venture.
  • A domestic goods certificate for bidders wishing to benefit from the price advantage offered to domestic goods.

No specific economic, financial, professional, or technical qualification criteria have been specified for this tender.

Evaluation and Price Advantage for Domestic Bidders

The most economically advantageous bid will be determined solely on the basis of price. The tender is open exclusively to domestic bidders, and a 15% price advantage will be applied to domestic goods throughout the entire tender process for domestic bidders.

Bid Submission and Validity

Bids must be prepared using the bid letter, participation certificate, and other attachments via EKAP, signed with an e-signature, and submitted through EKAP by the tender date and time. Bidders will submit their bids in the form of unit prices, calculated by multiplying the quantity of each work item by the unit prices offered for those items. A unit price contract will be signed with the successful bidder.

Bids must be submitted for the entirety of the work. Bidders must provide a temporary collateral of at least 3% of their offered price. Electronic reverse auction will not be conducted in this tender. The validity period for submitted bids is 90 calendar days from the tender date.

Consortiums are not permitted to submit bids for this tender.
