Ankara, January 15 – The Minister of Agriculture and Forestry, İbrahim Yumaklı, has made strong statements regarding the water crisis discussions in Ankara, asserting that the problem lies not in water scarcity but in the inability to deliver it to citizens’ taps. Minister Yumaklı highlighted that water loss and leakage in Ankara are at a significant 37%.
Minister Yumaklı Discusses Ankara’s Water Agenda
Speaking on a TV program, Minister Yumaklı evaluated the current water situation in Ankara. He outlined two primary methods for investing in drinking water infrastructure.
Two Paths for Drinking Water Investments
The first method involves municipalities obtaining water use permits from the State Hydraulic Works (DSİ) for drinking water investments. After receiving approval, the municipality constructs the main transmission line from the dam, followed by local administrations building storage tanks and distribution networks.
The second method applies when a project exceeds the municipality’s capacity. In such cases, the municipality requests investment from DSİ. Following an assessment, a repayment protocol is established between DSİ and local authorities. DSİ then transfers the dam and transmission line, with local water administrations completing the storage and network construction.
Historical Context: Istanbul’s Water Solutions
Minister Yumaklı drew parallels to Istanbul’s past water struggles, recalling a time when residents had to carry water in containers. He credited President Erdoğan, during his tenure as mayor, with the construction of several dams and regulators between 1995 and 1998, which were crucial in resolving Istanbul’s water problems. He further noted that during his prime ministry, other major dams were built, all funded by Istanbul’s own resources.
Municipalities Must Be Careful with Water Management
Ankara’s water supply is sourced from three main lines: Çamlıdere Dam, Kurtboğazı line, and Kesikköprü line. Minister Yumaklı emphasized the need for municipalities to consider drought conditions and manage water usage carefully. He advised against drawing excessively from one source while neglecting others to maintain balance. He specifically pointed out that too much water was drawn from Çamlıdere, leading to reduced levels and pressure due to evaporation. He stressed that municipalities should not draw water from sources in winter that are intended for summer use to prevent issues.
